The M52063SP (Mitsubishi) is an NTSC-to-quasi-PAL video transcoder IC, converting a video signal encoded in one color TV standard so it can be displayed on equipment expecting the other.

M52063 – How It Works

It decodes the incoming NTSC color-encoded signal and re-encodes it using PAL-style timing and color subcarrier conventions (an approximation called “quasi-PAL” since a true standards conversion involves more than simple re-encoding), letting NTSC-format video sources work with PAL-oriented display equipment.
