The 74163 (Philips, SOIC-16 SMD) is a synchronous 4-bit binary counter IC, similar to the 74161 also in this catalog but with a synchronous (clock-controlled) reset instead of a direct one.

74163 – How It Works

All four output bits change synchronously together on the rising clock edge, and unlike the 74161’s asynchronous reset, this chip’s reset only takes effect on the next clock edge — a small but important timing difference that avoids reset glitches in designs where the reset signal might not be perfectly aligned with the clock.

Choosing between this synchronous-reset version and the direct-reset 74161 comes down to whether a design needs an immediate reset regardless of clock timing, or a cleaner, glitch-free reset synchronized to the clock edge.
