The 74238 is a 1-of-8 decoder/demultiplexer IC with active-HIGH outputs, taking a 3-bit binary address and activating exactly one of eight output lines accordingly.

74238 – How It Works

Unlike similar decoder chips with active-LOW outputs, its selected output goes HIGH (rather than LOW) while all others stay LOW — a polarity difference that matters when interfacing with logic expecting a HIGH-true select signal, and enable inputs let the whole decoder be turned on or off as a unit.

Always double-check output polarity (active-HIGH here, versus active-LOW on many similar 74-series decoders like the 74138) before substituting between decoder chips in an existing design, since a polarity mismatch will select the wrong device or none at all.
