This is an 8-pin DIP IC socket (IC base), a mounting component soldered to a PCB that lets an 8-pin dual-in-line IC be plugged in and removed rather than soldered directly.

IC base 8 pin – How It Works

Once the socket is soldered permanently to the circuit board, the actual IC simply plugs into it, which protects the chip from soldering heat during assembly and makes it easy to remove and replace the chip later for testing, upgrading, or repair without any desoldering work.
