This is a 56-pin DIP IC socket (IC base), a mounting component soldered to a PCB that lets a 56-pin dual-in-line IC be plugged in and removed rather than soldered directly.

Once soldered permanently to the circuit board, the socket lets a large DIP-package IC plug in directly, protecting it from soldering heat and making later replacement quick and tool-free.
