This is an 14-pin DIP IC socket, a mounting base soldered to a PCB that lets a 14-pin dual-in-line IC be plugged in and removed rather than soldered directly.

How It Works

Once soldered permanently to the circuit board, the socket lets the IC plug in directly, protecting the chip from soldering heat during assembly and making later replacement or upgrade quick and tool-free — simply pull the old chip out and press a new one in, rather than needing to desolder and resolder every pin.
