Inside the module, pairs of semiconductor pellets are sandwiched between two ceramic plates, and applying DC voltage drives electrons through those pellets in a way that carries heat energy along with them from one plate to the other. Because this happens as long as current flows, the TEC1-12706 keeps actively cooling its cold face rather than just passively conducting heat like a heatsink does. However, since the hot side heats up just as fast as the cold side cools, pairing this module with a proper heatsink and fan on the hot face is what actually lets it reach useful cooling temperatures instead of overheating and shutting down.
